Itineraries of the Buenos Aires prison reform: debates, projects and policies in the first half of the 20th century

El objetivo de este trabajo es reconstruir las políticas penitenciarias bonaerenses implementadas durante la primera mitad del siglo XX. Al indagar sobre las reformas que llevaron a cabo las gestiones provinciales, buscamos ponderar los alcances y los límites de las medidas legislativas, los planes de gobierno y las transformaciones administrativas. Como demostramos, la preocupación política por la situación de las prisiones y su reforma no siempre se tradujo en esfuerzos materiales, financieros e institucionales acordes. A pesar de estas vicisitudes, la situación carcelaria a mediados de los años cincuenta era bien diferente a la de principios del siglo XX. Justamente, las diferentes iniciativas trazaron un derrotero no lineal ni exento de conflictos, cuyo resultado fue una mayor organización y centralización del castigo provincial.

Abstract

The aim of this work is to reconstruct Buenos Aires’s prison policies in the first half of the 20th century. When investigating the reforms carried out by the provincial administrations, we seek to analyze the scopes and limits of legislative measures, government plans and administrative transformations. As we have shown, political concern for the situation of prisons and their reform didn’t always translate into consistent material, financial and institutional efforts. Despite these vicissitudes, the prison situation in the mid-1950s was very different from the early 20th century’s. Precisely, the different initiatives traced a non-linear nor conflict-free direction, whose result was a greater organization and centralization of provincial punishment.
