Leadership, framed and public campaigns: the Sindicato Unificado de Trabajadores de la Educación de Buenos Aires (SUTEBA) in the period 2015-2019

In this article I analyze the relationship between changes in the political structure and the construction of the leadership of a teachers union in the period 2015-2019. He argued that the actions that the SUTEBA union carried out regarding joint negotiations, educational policy and pension policy during the government period of the Cambiemos coalition, allowed it to develop its leadership in a hostile context. To explore leadership development, I analyze two mechanisms: the union’s public campaigns and the transformation of its interpretive frameworks.
