Prisons and national security in predictatorship times: penitentiary policies in the province of Buenos Aires between 1973 and 1976

Este artículo busca aportar elementos para comprender las transformaciones del Servicio Correccional de la Provincia de Buenos Aires y su participación en la avanzada represiva que se vivió en la Argentina entre los años 1973 y 1976. Se pretendió analizar la adaptación de los diseños programáticos de carácter nacional y provincial que reconfiguraron el funcionamiento de las instituciones tradicionales de seguridad pública, lo que las convirtió en escenarios de ejecución de políticas represivas (legales y/o clandestinas) que se sistematizaron tras el inicio de la última dictadura militar. A partir del análisis de documentos es posible verificar dos elementos centrales para comprender la adaptación de las cárceles bonaerenses al plan sistematizado durante la dictadura: la adopción de prácticas de disciplinamiento del personal penitenciario, la progresiva militarización de la institución penal provincial y la adaptación de objetivos institucionales a la Doctrina de Seguridad Nacional. El corpus documental de este artículo se compone de los órdenes del día y los boletines públicos del Servicio Correccional de la Provincia de Buenos Aires y de algunos registros en la prensa gráfica.

Abstract

This article seeks to provide elements to understand the transformations of the Correctional Service of the Province of Buenos Aires and its participation in the repressive advance that took place in Argentina between 1973 and 1976. The aim is to analyze the adaptation of national and provincial programmatic designs which reconfigured the functioning of traditional public security institutions, converting them into scenarios for the execution of repressive policies (legal and/or clandestine) which were systematized after the beginning of the last military dictatorship. From the analysis of the official documents it is possible to verify two central elements in order to understand the adaptation of Buenos Aires prisons to the plan systematized during the dictatorship: the adoption of practices of disciplining prison staff, the progressive militarization of the provincial penal institution and adapting institutional objectives to the National Security Doctrine. The documentary corpus of this article is composed of the orders of the day and public bulletins of the Correctional System of the Province of Buenos Aires and some records in the graphic press.
